Europe’s Zero Emission Buildings deadlines are now close. From 2028, all new public buildings must be Zero Emission Buildings and whole-life carbon reporting becomes mandatory for new buildings. From 2030, all new buildings, public and private, must meet the same standard across the EU. Projects entering design now will be delivered during the enforcement window, so specifications, detailing, supply chains and performance modelling need to change before planning, not at the compliance stage. Fabric-first, Passive House-aligned approaches are becoming the default route to compliance.
